There are a lot of pressures on a Congress Member to support wars: financial "donations," revolving door offers, media access, threats of censure, threats of primary challengers, promises of favors and committee assignments. One of the most critical factors is Party approval, and in particular the requirement to fall in behind the White House when inhabited by a president of one's own party.
